Hyndburn Borough Council

Leisure Services

Leisure Services is made up of the following main areas :-

Arts Development

Development of community arts work within all areas of the Borough working with community organisations such as the Youth Council and Prospects Groups. Development work also includes providing support to local arts organisations, both voluntary and professional, development of Festivals in particular the Clog & Folk Festival, Sound and Hyndburn Mela together with public and environmental art work. Partnership working with Mid Pennine Arts other Council departments and external agencies to use the arts to deliver cross cutting agendas widening the opportunities for Hyndburn residents to participate in or see innovative and new arts experiences.

Events & Entertainment

Events

The aim is to provide the most comprehensive quality programme possible to all members of the community. Events taking place include:- local band/choir concerts, dances, children's shows, folk concerts, tribute bands including original bands from the past, a full Christmas entertainment programme including annual pantomime and providing assistance with Corporate events such as The Queen's Golden Jubilee and Family Fun Events. Public Halls

Providing a service to the public by offering rooms / venues for their use at an affordable cost to suit the hirer.

The venues available for hire are:-

Accrington Town Hall;
Oswaldtwistle Civic Theatre;
Clayton Civic Hall;
Elmfield Hall;
Mercer House and
Churchfield House.

Building Cleaning

Providing most of the council offices and public buildings with cleaning staff.

Central Support

Providing administrative and practical support across all Leisure Services both at Accrington Town Hall and Haworth Art Gallery.

Tourism

Working with partner organisations like Lancashire Hill Country Tourism Consortium, North West Tourist Board and Lancashire County Council to increase visitor numbers to the area by promoting its facilities and events to tourists, business travellers and family visitors increasing their contribution to the local economy. Jointly operating the Information Centre with Lancashire County Council to provide both the local community and visitors to the area with local and national information on travel, accommodation and attractions.

Haworth Art Gallery

Following the completion of the Gallery refurbishment, the gallery will provide a wide range of leisure and recreational opportunities. The development of an Education and Access programme of exhibitions, workshops, activities and events will encourage all members of society to utilise the facilities of the Haworth Art Gallery and thus increase visitor numbers. To ensure the recognition, appreciation and use of the Gallery and its resources, as a historic and contemporary art, education and leisure asset of local, regional and national importance links with schools and colleges is being encouraged. The Gallery will provide a series of national curriculum and degree projects based around the gallery's permanent collections and its architecture.

Sports & Community Recreation

Sport & Community Recreation Service is committed to its role of providing all residents in the Borough the opportunity to participate in a wide range of sport and leisure opportunities thereby successfully promoting a healthy lifestyle amongst all its residents. It's ultimate purpose is to ensure that all such opportunities are open and accessible to all members of the community including those in disadvantaged groups or living in disadvantaged areas of the Borough. The Sport & Community Recreation Service Area has a significant role to play in the delivery of the Council's objectives:- Community Safety - the team works alongside other key agencies to reduce crime and disorder; Healthy Lifestyle - offers more opportunities for all residents to participate in sport and have access to training and volunteering opportunities; Enhance the Environment - working with local communities and groups to assess their needs and identify funding in order to improve parts of the community.

Parks & Open Spaces

The Council currently maintains approximately 450 hectares of Public Open Spaces; this includes eleven parks, seven playing field sites, eleven informal recreation grounds and thirteen town gardens. In addition the Council is responsible for the maintenance and upkeep of nine war memorials and their surroundings. The borough operates a total of thirty-six play areas, nineteen of which meet the Local Equipped Areas for Play standard for play areas as defined by the National Playing Field Association six-acre standard.
